Singed is a tank that excels in crowd control and flinging his enemies into allies for a swift death, the only weakness to my knowledge singed has is banshees veil, but this can be countered by having your allies take off the bubble before you fling them.

Singed - The kiting tank Singedmasteries

Masteries
Singed needs to be able to run around while taking massive amounts of damage so i'd go for these.

Runes
Magic pen reds
Mana/5 yellows
CD reduction blues
Flat AP Quints

I get these runes since singed can do damage to unsuspecting opponents that get caught in his trail and early game his damage may catch someone off guard, this coupled with the tanking masteries makes him a formidable opponent.

Skill order
Get 1 point into fling if you are certain you and the person you are laning with will not die instead of kill the person you fling into them.
Then R>Q>W>E as the skilling priority, meaning once you get your ultimate you always need to put a point into it.

Summoner spells
Ghost & Cleanse, i am yet to see a better combo for singed so i think this should work best.
Ghost into your opponent to catch up, if you need more speed use your ult.
Cleanse to get out of stuns and catch upto your opponents.

The items
Start with mana crystal since your passive gives you health for mana.
Build this into Catalyst
If you are getting beaten up pretty badly i'd get banshees, if not get RoA when you think your mana is high enough to use your skills whenever

GA

Condenses version > Mana crystal >Catalyst>Roa>FoN>(depends on enemy team)GA

The strategy
Early game you will probably just fling people and dance around them with your trail trying to do as much damage as possible while your ally beats on them.
End game you will be running in with ghost most likely slowing with your W, flinging them, turn on Q run around repeat until everyone is dead, try to fling key targets that are killing your allies such as someone running into a near dead ally, run behind him and fling him out of the way, or a pesky tank that keeps controlling the fight etc.

Quints - movement speed is by far better.

I'd say you get enough movement speed from nimbleness tbh but thats just me, i just haven't been able to buy movement quints ^^

4.5% additional movement speed is a lot.

i build him with a 9/0/21 masteries
summoner spells i use whatever i feel is needed at the time, for instance they have a mundo ill pick ignite, or if they have exceedingly strong laners i might take teleport (also thinking about the end game pushes).
Movespeed quints
Magic pen reds
health per level seals
magic pen blues up to 10 standard mpen (3 blues)
then 6 glyphs for magic resist


rush a rylais; dont care what anyone says, you need as much cc as possible on singed and i see a lot of them running everywhere and not keeping commited to the fight (which you should, yes you can run around in circles but dont run too far because your carries will get eaten)

then standard force of nature, sunfire cape, leviathan. < SUBJECT TO CHANGE DEPENDING ON WHO YOU FACE

game should be over by leviathan.

buy boots depending on what your enemy doesent want.

you can also, with all offtanks build a madreds bloodrazor. I find it very amusing (if the game is going well, or you have hit endgame) to build things that tip the scale further in your favour. players of a lower elo WILL attack you because your faceraping their health.

Sum it all up in a nutshell.

Core Build: Rylais, Boots. (Yes, you wont be tanky by the end of your core, so what, if you get focused; your doing your job right- any spells used on you are spells not cast on your team)
Masteries: 9/0/21
Runes:
*Movespeed quints
*Magic Pen reds
*3 Magic pen blues
*6 Magic resist per level glyphs, or flat, if you like it that way.
*Health per level seals.
Summoners: Exhaust i like to take, another CC can change the outcome of a fight.

I will post my singed build tomorrow.
In normal games, i mostly win with that build, and was 7 - 1 ranked ( with screenshot to proove it ) but then tryed other builds Neutral
