Since when is 4 players required?

Me and 2 mates were just about to start a custom to check out some new champions, and we couldn't -.-

they add more players required
the more busy the servers are

however they could just delete the requirements
we all know there's gonna be server problems anyway

Sometimes it works sometimes it doesn't.
If it doesn't work, go normal

i find in server stability riot favours RANKED > NORMAL > CUSTOM
