They are just bad players. You can tell by the builds, although i believe they are at very least innovative.
DJ SJ is going for the hextech gunblade (he wants spell vamp < STUPID IMO but might work for him in some games)
Riisgards build is also terrible. Fullon AP singed is worthless and squish and gets nuked down before doing anything useful in the fight. Ninja tabi vs that team? cmon.
Leblanc was also pretty bad. In gameplay not in build (particularly) - Leblanc got owned being agressive (hence 40 cs) and lost faith in trying to win and started playing worse.

I usually rush RoA when playing Singed, I get it around 15-18 mins sometimes.

If only they just had something like, ''we're pro feeders'' then would the pic be more worth it?

yeah. that would make us more certain of their intention to feed, not just them being terribly bad.

Try rushing rylais, less hp, admittedly; but the slow for your team > the health and mana roa gives you.

Maybe they were trolling? ( just an option ? )

This is an ELO-hell pic, hence it's rather pointless. Besides, since you're not the original poster/the one who was conflicted I can't apply this to the blacklist. The report must come from the original name and shamer.

OT: I usually play Off-Tank singed, with RoA>Boots of Swiftness>BV/SunfireC>Rylai's Scepter.

I will try Rylai first, does my Q apply a slow?

Yes it does, since is a multi target spell, it slows less than a usual single target spell.

But the kiting power that comes with it is awesome.
